For full transparency, I have put Garrett Cooper on Razor's minors team until a ruling is made. That seems completely out of the spirit of our minor league teams, but will put him on there for now. A guy who batted twice in the MLB all star game 12 days ago and is just getting a few at bats in the minors on rehab assignment before his 10 day IL window is over doesn't seem like it falls in line with the intent of the minor league teams but until I hear otherwise, I'll move him to Razor's minors roster.
I would like to recommend that we close this loophole, or adjust who can qualify for the minors on a rehab assignment.

I know my vote doesn’t count but I’ll throw my thoughts out anyway. We seem to have always gone by the designation that Yahoo puts on a guy. Cooper is listed as being on the IL. Not NA like the guys who are sent to the minors. He’s in the minors only to do rehab work. He wasn’t “sent to the minors”. I would say it doesn’t count and we can write it down officially if we need to close a loophole.
If we allowed this it would mean we could stash guys recovering from TJ surgery on our minors for quite a while. They’d be on the majors DL, but since they would be pitching in the minors on their way back we could send them down. Doesn’t seem like the right way to handle it.
But just my $0.02 (🇺🇸 Money of course lol)

I would agree with this as well, if I've got a vote.
