Issues list from expansion discussion

Ok, after chatting with a few guys, it was clear we could use a place to list the issues that have been raised. Figured I’d help Bill out by putting them in one place. Let me know if I missed anything.

1) Convert 2 P slots to SP
2) IP Limit – Reduce from current 1375 to maybe 1300
3) Ohtani as 2 players – Yahoo thing?
4)Roster churning – adding/dropping guys on the same day
Prevents others from picking them up
Can we set a limit on how long someone has to be on the roster before a drop?
5) Roster moves limit?
100 has been suggested
6) Trade deadline?  Should we have one?
7) Prospect stashing
Prospects who are called up to the majors, but guys leave them on their minors rosters for long periods of time (months)
Set a time limit for how long after they are called up do we need to do them
If they aren’t moved up by then they become FA’s
8) Roster size
MLB – Currently 30.  Do we cut that down?  Maybe helps with the other issues above (churning, etc)
9) Expansion – do we do it and why are we doing it if we do?
Do we need a years notice?
Trades during expansion drafts?

2. Yes. It's impossible to hit
3. Yes
4. I'm game. Not a strategy of mine though occasionally I'm guilty of it.
5. Yes. I want 50. 100 because things move slow here.
6. Majors yes, Aug 31 until end of season. Minor's no.
7. I agree. You get one month to stash. Must discuss penalty, but sounds good.
8. I'm game
9. Yes. We are ready now. All waiting does is fuck over the new guys. The league is coming stale. Not just the forum. The young guys have friends. Replacements should come from their core. No pamper they come its sink or swim, so yes trades are in order.

My thoughts: 
1. I'm indifferent to this.  I'm not sure it makes a huge overall impact but if we go with it I'm not broken up about it either. 
2.  This one I think is fine.  I agree it doesn't feel like we can hit it. 
3. I'm indifferent on the Ohtani thing as well.  I would be amenable to treating him like 2 players so that if someone wanted they could drop the hitter or the pitcher portion and didn't have to commit 2 slots to him.  
4.  I wouldn't setting some sort of blocker or limit on people picking up or dropping same day.  
5.  I'd be good with a transaction limit, though I'd rather see a weekly limit than a yearly one.  I think a weekly one would add strategy to pickups, and would also likely take care of number for, as guys won't be picking up and dropping say day near as much if it will be the difference between them possibly having a guy able to go due to injury the next day.  As a start I'd set it at like 6 transactions a week.  
6.  I'm indifferent on this one too, but if we do go with a plan I think Razor's is the right idea.  
7.  I think we need a rule.  I think a month is too much time and doesn't really address the issue.  I'd say you get 2 weeks to move a guy from your minors to your majors roster, if you don't move him after 2 weeks, then anyone else has the opportunity to snag him in the majors as if he were a free agent.  I'd also say if a guy ends the year on the major league roster (unless added on the last day of the year) you must add him to your mlb roster to end the year or he enters the pool for the preseason draft.  Let's make this interesting.  
8. I would be opposed to this, but only because of the rate at which injuries happen.  Reducing the roster I think would end up leading to more teams giving up half way through the season if they get a bunch of injuries because they have less flexibility to drop guys.  
9.  I would vote to wait a year.  I don't see how it screws the new guys.  They are likely going to get the same caliber of players this year that they'd get next year, possibly better as a new crop of young'n would hit rosters and folks may not want to protect as many solid vets. I also think we need to get the rest of this cleaned up and in place and working before we bring 2 new folks in.  Plus I think we'd be trying to rush a draft this year before the preseason draft.  I say we table expansion going into 2026, and revisit mid year next year to hammer out draft/expansion rules if we want to change them and then we can go in prepared and do an expansion in December or something.

A thought regarding number 7, prospect stashing. Would we disregard this during the month of September? Or do like Dustin mentioned and force teams to bring them up or risk losing them to the preseason draft pool?

Duchess - I think that’s the sticking point there. Currently we say September callups are exempt and don’t lock the minors squad. Champs is suggesting that we should close that gap - regardless of when a prospect is called up (other than last day of the season) you have 2 weeks to bring them up to the majors unless the season runs out before that. Then they have to be called up or they would be FAs

Ah, ok. Yeah, that situation is a bit tricky. Maybe it only seems like a possible issue because it could happen but odds are it won't.

My reasoning behind this part of the rule is:

1. Consistency, rules like this are easiest to remember and check for if they are applied consistently. If we have gaps it will lead to mistakes and then we have to do a bunch of litigation.

2. If you leave September as a free month it allows a loophole thay people will exploit.

3. Not having September seems to just be a way to protect major league rosters from hard decisions. Do you keep someone helping your roster and lose the prospect or bring him up and risk it?

4. It counts in MLB which I think we try to emulate in this league as much as possible.

Additionally now with expansion on the table, I quick counted 6 or 7 guys that should be on major league rosters but aren't, which would likely impact some folk's protected player decisions.

As for prospect stashing, I think we cannot include September call ups. That is one area that isn't the same. In MLB, rosters expand, which is why people get called up for a taste of coffee.  Our rosters don't expand. It would not be fair to force teams in the thick of things to have to call up minors players who may not even be playing frequently without our rosters expanding.  That would be too much of a hassle. So I would say September callups do not count as someone you can lose if you don't call them up. Now if you don't call them up to begin the next season if they make the big league club, then sure, your time starts then.

While I think this is a horrible idea that will lead to the same bullshit we run into all season now and also muddy the rule. If we do this I would argue if that in thia scenario if a player ends the year on an mlb roster, they must be added to your major league roster within 2 weeks of season end or they become eligible for the preseason draft.

Id also then argue that based on this interpretation that players called up in September should be able to be able to moved between mlb and milb rosters during September since they don't count for anything.

One additional thought.  Over the last few years, we've had a multitude of suggestions.

P slots vs. SP slots
Innings pitched limits raised or lowered.
Saves being changed to Saves and Holds
Win's being changed to Quality starts

Those are just to name a few.  Those are all ideas brought up because of an issue we currently have with the value of Closers.  We haven't addressed any of those, and yet now we are wanting to expand by 2 more teams? That's only going to exponentially increase the value of closers. We've done a good job of fixing some of the other minor things (weighted draft order to prevent tanking, etc.) But yet the one topic that's been the biggest issue for the last few years (and CJ, you even complained about it all year, and even went with a streaming approach to try to see if that could cover up for not having closers) still has not been addressed, and instead we are making a much larger change that's only going to make that problem worse.

It's things like this that I'd like to understand how we plan to proceed rather than just willy nilly saying yes, lets add 2 more teams because we feel like mixing it up.
