It's not at all that. If someone is not filling out their roster, or only filling it out with bums, they are hurting themselves in the long run. But I'll use my team for example. I traded Marcus Semien and Teoscar Hernandez, both guys who if left unprotected for 4 rounds, would very likely get drafted even as older gentlemen. With advance warning about an expansion draft, I wouldn't have traded those guys. I would have waited till after the expansion draft and if I still had them, then I would have tried to trade them for youth at other positions.
So it's not at all about screwing the expansion teams. It's about moves I would have made as a GM last year, that I wouldn't have made last year, I would have instead waited until this year. Just like the couple closers I traded. I could have held onto them, knowing they likely would get taken in the expansion draft and I'd be ok with it, or if they didn't get taken, then I could trade them for the younger players I now got in return.

Also, lets not forget, I took over a team that only had 24 out of 30 players on the MLB team, and 11 out of 20 minor league players (two of which weren't even playing baseball any longer lol.

Not that I care particularly but in this scenario, my guess is one of the new owners would take Misiorowski rather than Suarez or Salvi.
But I'm curious, what about waiting a year to expand is going to fuck new owners. If anything it will benefit them because more young players will likely get called up.
